The town shall require that all individuals and/or companies who do work in the town, except for that work done by an owner to one's own private residence, be properly licensed as contractors. (Ord. No. 2-2015, § 1, 4-27-2015) 5.12.020 Approval by town—Required when. No person may engage in the following listed trades, jobs, or contractual services (other than an owner on his private residence), as enumerated in this section, unless he first secures a contractor license from the town and such contractor license is approved by the town: A. Builder class AA—Unlimited contractor license (construction, alteration or repair of any structure or type of occupancy, as regulated by the IBC). B. Builder class A—Commercial limited contractor license (construction, alteration, or repair of any structure or type of construction or occupancy, with the exception of type I-A and I-B fire-resistive construction, as regulated by the IBC). C. Builder class B—Light commercial limited contractor license (construction, alteration or repair of any structure of type II and type V, as well as A-2, A-3, B, F-1, F-2, I-1, M, R-3, R-4, S-1, S-2 and U occupancies as regulated by the IBC). D. Builder class C—Homebuilder (construction, alteration or repair of detached one and two family dwellings, and multiple single-family dwellings (townhouses) not more than three units and/or three stories in height with a separate means of egress, as well as accessory structures as regulated by the IRC). E. Mechanical contractor license. F. Masonry contractor license. G. Concrete and form contractor license. H. Drywall contractor license. I. Framing contractor license. J. Roofing contractor license. K. Metal stud/structural steel contractor license. L. Excavation contractor license. M. House and building movers contractor license—No BEST card required. N. Demolition contractor license. O. Manufactured/modular/factory-built home installer contractor license—No BEST card required. P. Exterior siding contractor license. Q. Electrician contractor license—No BEST card required. R. Plumber contractor license—No BEST card required. S. Specialty contractor license (painting, flooring, alarm/security system, landscaping, irrigation, stucco, and the like)—No BEST card required. (Ord. No. 2-2015, § 1, 4-27-2015) 5.12.030 BEST card or International Code Council (ICC) certification—When required. A. All persons performing a trade, job or contractual service as listed in Section 5.12.020 within the Town of Silt shall first secure a BEST card; B. No BEST card shall last more than three years from the date of testing; C. Each contractor shall present such valid BEST card or ICC certification with his application for contractor license, and shall timely submit new BEST card or ICC certification if the one originally tendered expires during the term of the annual contractor license. The town shall accept a valid BEST card that is issued by a jurisdiction with which the town has an agreement providing for the acceptance of that jurisdiction's BEST card. The validity of an ICC certification shall be verifiable with the ICC; D. The board shall set the BEST card testing fees annually, or more often as necessary, by resolution; E. The town shall give a BEST test, upon an individual's request, any business day where there is enough time for such individual to complete such test, in the town's sole discretion; F. The town shall comprise the BEST test questions, and upon adoption of a newer building code, the town shall modify the questions and answers on each BEST test to reflect any code changes; G. An applicant for BEST test must obtain a minimum score of 70 percent on the BEST test in order for the town to issue a BEST card; H. If an applicant scores below 70 percent, the applicant may retake another version of the BEST test, in accordance with this section. (Ord. No. 2-2015, § 1, 4-27-2015) 5.12.040 Contractor license application—Review, processing and issuance. A. A complete application for a contractor license shall be on a form provided by the town, and the town shall not process such application if incomplete. B. The town shall review applications for contractor license issued under this chapter; the standards to be applied in the conduct of such review shall be the protection of the public health, welfare and public safety of the citizens of the town. C. Contractors shall be qualified in terms of their skills, knowledge and practical experience to contract for or to do the work for which they seek to be licensed. D. All licenses enumerated in this chapter shall be issued in accordance with the terms and provisions of this chapter and other town ordinances and shall be subject to the supervisory clauses contained in this chapter. (Ord. No. 2-2015, § 1, 4-27-2015) 5.12.050 Contractor license fee and requirements—Collected when. An applicant for one or more of the trades, jobs or contractual services listed in Section 5.12.020 shall submit to the town a fee set by the board annually (or more often as necessary) by resolution, complete with a copy of his state certification, BEST card and/or ICC certification, if applicable, as well as liability insurance and workmen's compensation insurance, as required by this chapter, in order for the town to review such contractor license application. (Ord. No. 2-2015, § 1, 4-27-2015) 5.12.060 Insurance—Amount and types. An applicant for a contractor license per this chapter shall keep at all times during the period of the license commercial liability insurance with the minimum limits of $100,000.00 per individual and $500,000.00 for any one accident, property casualty insurance with a minimum limit of not less than $100,000.00 for any one incident, and workers' compensation insurance for all employees as required by law. (Ord. No. 2-2015, § 1, 4-27-2015) 5.12.070 Insurance—Certification. An applicant for a contractor license shall submit to the town an insurance certificate(s), signed by a qualified agent of an insurance company, stating that the policies required in this chapter has been issued to the licensee with the minimum policy limits described in this chapter including the effective date of such policy(ies) and the expiration date of such policy(ies). Applicant shall provide updated insurance certificate(s) to the town annually. (Ord. No. 2-2015, § 1, 4-27-2015) 5.12.080 Insurance—Cancellation—License revocation. In the event of a cancellation of a policy, the licensee shall be required to furnish to the town a new certificate in full compliance with this chapter, within ten days. If licensee does not furnish a new certificate in full compliance with this chapter, the town will hereby revoke the license until licensee submits such certificate. (Ord.
