The purpose of establishing license and retail sale requirements for cigarettes, tobacco, and nicotine products and tobacco and nicotine paraphernalia retailers is to protect the health, safety, and welfare of individuals in the town, to encourage responsible tobacco and nicotine product retailing, and to reduce illegal sales of said products.
